How I do treat the white dots on the surface of the soil?

I'm a first time DIY flowers and veggies planter. I notice that some white dots smother the surface of the soil in the seedlings pots. What is wrong with the soil? Is it a disease?

Are you talking about little beady white things that look a bit like styrofoam? If so, that is called perlite and is a standard addition to planting mixes. It helps to maintain aeration and drainage in the pot. It is nothing to be concerned about and will not harm your garden soil either. If you are talking about something else and it looks like a mold or mildew it probably is and it probably means your plants are staying too wet and/or not getting enough light or ventilation. If you change those circumstances your plants should be okay. They are tougher than they look.
