I have a zillion tiny white worms jumping around in my cocoa mulch around my flowers when I waterwhat are they

These tiny tiny worms jump when I water my plants. the cocoa mulch keeps the soil very wet. I sprayed a whole bottle of Seven insectiside on them and they are still living,. YUK!! Anyone know what they are? And how to get rid of these critters?

Most likely maggots. They'll leave on their own when they grow up.
