Ok, if you are printing your own photographs the old-fashioned way, there are special oil-based inks you buy to color in the specific object. In Photoshop, you would use your magnetic lasso (easiest, I've found) and select what you want to be color, then copy-paste it on another layer. Then make the original picture grayscale and alter your levels to get it to the right values. Then you can easily just to a hue-variation on the other layer (the cutout), and it won't mess up the grayscale image below it. Float the upper layer in the exact spot where it came from, and voila, you should have the effect you're going after.

but, on the computer you could use a photo editing program and just select the area you don't want in color and add a black and white filter to it
if you mean drawing it on paper, then you just color the flowers and use the values of black and white to draw the rest
